    *All* fines should be income-based, including capital gains in income calculations.

    A fixed fine is a punishment only for the poor – for the rich it’s simply the price tag on breaking the law.

    If it’s anything like the system that has been used in some European countries, the fine is calculated based off of your income.

    Similar to the way workers comp. and unemployment benefits are calculated. ( Obviously not the same formula exactly but, an income based calculation)

    To be truly fair, fines should be issued as a percentage of income, and NOT a dollar amount.

    investments should have to be realized every year. taxes assessed on all wealth every year, whether realized or not. until then we cannot have meaningful wealth assessments or things such as wealth based fines like this that make sense.
