My understanding is that a lot of people you see doing this are not actually homeless and are just doing it as a side hustle for a little extra cash, exploiting other people’s good will. There are other, better things you can do to help than giving beggers any money.

Several years ago the town I live in removed all the doors from the parking garages downtown and installed machines that emitted a very annoying high pitched tone constantly. Turned them into loud wind tunnels so homeless people wouldn’t hang out and sleep in them. Whatever they could do to push them away. Now there’s a giant camp right next to a well-to-do neighborhood that might be broken up because the rich people next door aren’t happy.
/unonion this shit is kind of a nuisance in philly, it’s also extremely dangerous, we had a very old homeless man who could barely stand and he would linger on the center line at a very busy traffic light right before a highway on ramp and walk down between the cars begging until the light turned green then he’d return to the front and do it again
