The army takes people and makes them into killers, soldiers are conditioned into accepting that killing with a weapon given to them by the state is justified. Is it such a leap to think that spitting the soldiers out at the other end and handing them a weapon might occasionally have consequences?
Thank you for your service when we trusted you with machine guns, grenades, tanks and bombs but you don’t get a glorified butter knife on retirement because once someone was naughty with one and you can’t be trusted.
Not giving them knives is easier than admitting that veterans go through severe mental duress and come out of it with psychological issues which need treatment.

You can get the same result with a kitchen knife or a lawnmower blade. If nothing sharp was available then it might have been a pipe or a hammer.

If he hadn’t been issued the dagger, there’s absolutely no way he could’ve found such a dangerous weapon somewhere else like in his kitchen.
The Senior Coroner comments there are mind-bogglingly stupid.
