I’ve known a handful of Indian guys. At least the ones that I’ve met absolutely think better or worse of their fellow Indians depending on what caste they are.
I guess in some ways it is similar everywhere though. Everyone from the UK sounds about the same to me, but if you are from the UK you can probably tell if someone is rich or poor from their accent. And in the US, you can definitely tell someone’s social class from how they talk and dress.
Like a professor of mine was fond of saying: “we don’t need rules against walking on the ceiling.” Seattle had to make a law because that is an actual problem among Indians in tech, of which there is a not insignificant population in Seattle. Other cities might eventually follow suit, but I doubt such legislation would be relevant for most of middle America

Question: How would somebody know what “caste level” I am? Couldn’t I lie and just say “Me? I’m in the Awesome caste.”

I read the entire article and it doesn’t define exactly what they mean by caste in a Seattle setting. What is going on here?

It’s pageantry. Sawant is annoying af. She probably wants to “show the people “ she is doing “something.”
Caste isn’t a thing in Seattle. Pretending it is and passing a bill is a waste of tax payer money.

So we are telling immigrants to forget about their culture and assimilate?
