    I don’t see what the harm of this actually is to be honest. Wildlife will eat that up or it will decompose. Can we just fine him $500 for being a knucklehead?

    The story as I understand is, fellers mother died and was a hoarder. Unsure of what to do, he dumped it but rained shortly after and it soaked all the water making it appear cooked. They found out who it was, but the circumstances of being a veteran and his mother having passed away shortly before the dumping they decided to not charge him and keep his identity secret.
