Misleading. Apparently Tesla was exploiting a loophole and managing to avoid various regulations by labeling themselves as a “store” and not a “dealership.” This legislation closes that loophole, so electric car dealers have to follow the same rules as gas car dealers.

I’m not entirely sure who runs the state of Mississippi but the highway department and DMV are some of the strictest and most fastidious organizations I’ve ever seen.
This has everything to do with Tesla bypassing dealership and dealership owners making all their money from costly repairs and selling you stuff at mark-up. The no dealership model is the only thing good Tesla cars. Dealership groups have been fighting to ban Tesla, now Ford and other small start ups from bypassing them.
