Downtowns are on hard times, vacant storefronts can only stay that way so long before rot sets in. A lot of cities you have to stay on one side of the street due to camps, but now the crazies are just spilling out not worried about getting arrested for public intoxication drug use, shoplifting and petty theft. When companies leave the area loses the private security which won’t let people camp on the property. Police have their hands tied. Basically the solution people have come up with is to leave for the suburbs where it’s relatively safe and cheaper.
