There used to be a guy at Bristol Zoo (UK) who sat at the entrance to the car park and collected a (cheap) fee from everyone. Did it for years and years on end. Then one day he stopped showing up and only then did anybody realise he’d never actually had the power to collect those fees in the first place. Local authorities assumed he was with the zoo, and the zoo assumed he was from the local authority.
I know an Italian man who owns the Trevi fountain, and for a small price you can take photos in front of the fountain. The man is also selling the fountain, very profitable, but wants out of the business
