The article doesn’t seem to touch on it but wouldn’t the increased stress from the leaning cause it to tilt more and more each year? 3 inches per year FOR NOW seems more accurate.
They should just do what Pisa did: wait until the tilt is noticeable, put up some cables to stop the building from falling, and then make it a tourist attraction
