If he wants to die at sea, let him. He’s costing tax payers money and he doesn’t want help. Sounds like a perfect case of natural selection. My only concern is the garbage he leaves behind

He was 70 miles off the coast. I didn’t realize the US Coast Guard has arrest authority outside of US territorial waters.
