Is it normal for the Director of the ATF to make policy? Maybe it would be better for him to get a group of people with diverse knowledge to make policy?

He doesnt make policy. He enforces it and needs to understand the regulations once passed. He would also need to act as a leader for a whole agency. Those are the skills that matter

As someone who supports gun control, we don’t need to ban weapons, we need to create a tiered licensing system and have more classifications than just “automatic and then everything else.”
Getting a revolver, break action shotgun, or bolt action rifle should be no more difficult than getting a drivers license,except maybe keep waiting periods as a thing. This tier is just to ensure you know what you’re doing and won’t be an accidental hazard to yourself or others.
Next tier should be limited capacity magazine or tube fed fed weapons. Pump action shotguns and the like. Getting licensed for these would be like getting a motorcycle license where you have to do some extra training and complete a practical exam in a course.
Then you have unlimited round capacity weapons, and that should be like getting a CDL. You have to take tactical, live fire training courses. Like something an actor would do, or about the same amount of weapons training they give cops during their police academy. Remember, in police academy they cover a wide range of subjects during the 10 to 25 weeks. I’m talking about only the tactical weapons training portion.
Most responsible gun owners would do what it takes oto get licensed on their own. Others would bury their weapons in the backyard or something and pretend they got rid of them. Either way, is fine and over time people would become licensed or they would lose their weapons, as we’ve already seen with automatic weapons.
What were his qualifications for the job in the absence of expertise? Nepotism? Political Contributions”?
Even if he was appointed Director being totally ignorant of what he was supposed to regulate, wouldn’t you think that a conscientious person would have attempted to educate himself while on the job?
Alas, the reality: Anyone in USA must assume that anyone they encounter in USA is armed and dangerous. Thus, it’s only rational to carry a concealed weapon and, if anyone you encounter seems twitchy, draw and shoot THEM before they draw and shoot YOU. Survive or else, hey? /s
